Collective Bargaining Agreement Ratified by BOT

The 2014-2017 Collective Bargaining Agreement between AFSCME and the USF BOT that was ratified overwhelmingly by staff on November 21st has been ratified by the USF Board of Trustees.  The 3% raise will be effective as of January 2, 2015 and will appear in our January 23rd paychecks.

Contract Terms for the Tentative Agreement

All Article and language not mentioned below will remain as is in the new Agreement.

Changes to the following Articles:

  • Article 2 Definitions – Progressive Discipline has been defined to help employees and supervisors understand its purpose.
  • Article 5 AFSCME Activities – The Union will be provided quarterly with a list of new employees that will include job title, department and mail point.
  • Article 6 Grievance Procedure

o   Section 6.1 H; when pressed for time the Union now has until the STEP 1 Grievance meeting to obtain signature of the grievant.
o   Section 6.3 C 10; Cost of arbitrators shall be divided equally.

  • Article 7 Just Cause and Disciplinary Actions – New language that stresses supervisors must treat employees with respect even during reprimands.
  • Article 8 Layoffs and Recalls – No layoffs of permanent employees until comparable nonpermanent employees in the same layoff unit are laid off first.
  • Article 18 Learning Opportunities – The Union will be a member of the USF Committee exploring the possibility of tuition assistance for spouses and children
  • Article 21 Wages

o   January 2, 2015 – 3% for all members hired on or before June 30, 2014 and with an current evaluation of Achieves or above
o   2016 – to be negotiated
o   2017 – to be negotiated

  • Article 29 Worker’s Compensation – The Agreement recognizes USF Regulation 10.203 instead of Compensation Law F.S. 440.

Staff collective bargaining October 21

The next collective bargaining session for the staff contract has been rescheduled for Tuesday, October 21, 1-4 pm in SVC 2070.

This is a public meeting.  All who are affected by the contract between AFSCME and the USF Board of Trustees should consider attending or sending a trusted representative from your work crew or office.

Daytime staff will need to use break or lunch time or annual leave.

Bargaining on Thursday, 9-4-2014 at 3pm, SVC 5012

Hi all,

In-unit staff will be back at the bargaining table with USF administration this Thursday, September 4th, 3pm-5pm, in SVC 5012.

Please use your annual leave or lunch hour to attend or stick your head in during your break. We will caucus when management leaves the room, giving us time to speak freely in both English and Spanish, facilitated by our chief negotiator and AFSCME Region 3 Director, Hector Ramos.

Mark your calendar! The next membership meeting is the 3rd Thursday of the month, September 18, 5:15-7 pm, in FAH 120. Pizza and beverages will be served. All are encouraged to attend. Only union members can vote, but everyone gets to share their ideas.

Results of the Ratification Vote on April 16, 2014

Changes to the Collective Bargaining Agreement between the University of South Florida Board of Trustees and Florida Public Employees Council 79 AFSCME for the years 2011-2014 have been RATIFIED by the majority of the bargaining unit members who participated in Wednesday’s vote.

AFSCME Meeting Thursday, April 17, 2014 5:15 pm

The ratification vote on the proposed changes to the Collective Bargaining Agreement (CBA) between the University of South Florida Board of Trustees and AFSCME Florida Council 79 will be conducted as follows:

The purpose of the vote is to accept or reject the proposed changes to two (2) articles of the CBA for FY 2011-2014. The changes to the CBA are as follows:

Article 21: Wages

  • One-time base pay increase of $600 to employees who earn up to and including $41,400.
  • One-time base pay increase of $1,000 to employees who earn more than $41,400.

To be eligible:

  • Employees must have no “Needs Improvement” or “Unsatisfactory on evaluations as of October 1, 2013.
  • Employees must have been continuously employed in an established position on or before September 1, 2013.
  • Employees with less than a 1.0 FTE will receive a prorated amount based upon their FTE.

The market salary adjustments will be issued within 60 days of ratification of this agreement by USF Board of Trustees.

  • One-time lump sum bonuses of $600 to eligible bargaining unit members will be distributed in accordance with a University bonus plan consistent with Florida Statues payable in June 2014.

Article 17: Leaves of Absence/Holidays:

  • Sick Leave Buy-Back – Employees with vested sick-leave benefits can request a one-time cash payment of their sick leave in exchange for giving up a payout upon separation from the University. Sick leave will continue to accrue for use as paid time off only.
  • Employees hired on or after 01/01/2014 will not be paid for any accrued sick leave when their employment ends.
  • Employees hired before 01/01/2014 that have ten (10) years of service upon separation from the University will experience no change to their sick leave payout, but will be paid in accordance with Section (12) (d) of University Regulation 10.203, which pays employees with 10 or more years of service one-fourth of accrued unused sick leave up to a total of 480 hours at the employee’s regular rate of pay at the time of the leave pay out.

All employees in the bargaining unit who are covered by the proposed agreement are eligible to vote, regardless of their membership or non-membership in the Union. To vote, identification will be needed.

The majority of votes cast will determine the ratification of the articles. A copy of the proposed agreement will be available at each voting site.
