Contract Ratification Vote on 9/29/16

The ratification vote on a new Collective Bargaining Agreement (CBA) between the University of South Florida Board of Trustees and AFSCME Florida Council 79 for FY 2016-2019 will be conducted as follows:

The purpose of the vote is to accept or reject the proposed changes to two (2) articles of the CBA from the date of BOT ratification through June 30, 2019. All Articles and language not mentioned below will remain as is in the new Agreement. The changes from the previous CBA are as follows:

Article 21: Wages

  • 2016-2017 Academic Year
    • An adjustment of the minimum hourly rate to $10.54 for all bargaining unit members, who on the date of ratification, are making at or below $10.33, OR
    • A 2% increase to bargaining unit employees who, on the date of ratification:
      • Are earning a base pay of more than $10.33 an hour,
      • Do not have an overall of “Needs Improvement” or “Unsatisfactory” on their latest evaluation,
      • Have been continuously employed in an established position since or before July 1, 2016,
      • Do not have an open Performance Improvement Plan
    • Effective Date: the first pay period following the date of ratification by the Board of Trustees.
  • 2017-2018 Academic Year
    • A 2% increase to bargaining unit employees who, on the date of ratification, meet all of the criteria outlined above; effective the first pay period following July 1, 2017
  • 2018-2019 Academic Year
    • A 2% increase to bargaining unit employees who, on the date of ratification, meet all of the criteria outlined above; effective the first pay period following July 1, 2018
  • The above increases depend on the University’s maintaining its current level of Performance Based Funding.

Article 27: Duration

  • The contract will remain in effect through June 30, 2019 and contract negotiations won’t occur until January of 2019.

All employees in the bargaining unit who are covered by the proposed agreement are eligible to vote, regardless of their membership or non-membership in the Union. Here is the list of in-unit positions as of the 2014 CBA.

Identification will be needed to vote.

The majority of votes cast will determine the ratification of the articles. A copy of the proposed agreement will be available at each voting site.

Ad Hoc Collective Bargaining Meeting

All members are invited to attend a special meeting, where we will determine whether to accept or reject the BOT’s “best & final” offer on changes to our Collective Bargaining Agreement (CBA). The Bargaining Team has found themselves tied whether or not to accept the BOT’s offer and we decided that we would break that tie by inviting all our dues-paying union members to a special meeting to participate in a discussion and vote. AFSCME Regional Director Hector Ramos will be with us as well to offer his expertise and answer any questions. 

This meeting will be held Thursday, 9/15 at 5:15 in our usual meeting place, FAH 110. We hope to see you there!
